Pnant 1a61a2cc81 docs: clarify agent-reach has no read/search commands (#59) ...

- Remove dead '# ── read ──' placeholder comment in cli.py
- Reword SKILL.md to make it explicit that agent-reach is an
  installer/config tool, not a content fetcher
- Addresses confusion from issue #58
