Project Health Score (GOVERNANCE.md §7)

Delivery Score    = min(100, (completed / planned) × 100 × schedule_adjustment)
Quality Score     = max(0, 100 - (failed_reviews / total_reviews) × 100)
Parallelism Score = min(100, (avg_active / max_possible) × 100)
Dependency Score  = max(0, 100 - (waiting_time / total_time) × 100)
Learning Score    = min(100, reflections × 10 + patterns_promoted × 5)

Health Score = Delivery×0.30 + Quality×0.25 + Parallelism×0.15 + Dependency×0.15 + Learning×0.15

Rating

Range	Rating	Meaning
90–100	EXCELLENT	在掌控中
80–89	GOOD	良好，可优化
70–79	ACCEPTABLE	有风险
60–69	AT RISK	需干预
< 60	CRITICAL	立即停止，RECOVERY MODE

Portfolio Health Score (PORTFOLIO.md §6)

Portfolio_Health = Σ(Project_Health_i × Agent_Count_i) / Σ(Agent_Count_i)

Rating

Same as Project Health Score.

Agent Utilization (PORTFOLIO.md §4)

Utilization = Busy_Agents / Total_Agents

Range	Rating
≥ 90%	Optimal
≥ 80%	Good
≥ 70%	Acceptable
< 70%	Waste

Specific Formulas (PORTFOLIO.md §5)

Execution_Score = max(0, 100 - staled_heartbeats_ratio × 50 - stalled_transitions × 20)
Risk_Score      = max(0, 100 - active_blockers × 15 - critical_blockers × 30 - avg_blocker_age_hours × 2)
